Loveland's first universal access park is taking shape!

The City of Loveland is now developing Willow Bend – a neighborhood park, trail and natural area facility dedicated to serving individuals with disabilities, along with their families, friends and caregivers. The focal point will be Loveland’s first inclusive neighborhood park featuring a shaded universal access playground, sport court, play field, picnic patio and restroom facilities.

A 10-acre transition area between the active play area and high-quality waterfowl habitat will host programmed and independent passive recreation, environmental education, nature-play adventure, a trailhead for the regional East Big Thompson Trail, and an accessible fishing pier. The total Willow Bend property is 160 acres.

Funding

The construction of Willow Bend will be funded primarily from Capital Expansion Fees appropriated through the 2023 and 2024 city budget, with no construction impact to the city’s general fund. Construction costs will be offset by $2.38 million in grant funding from Great Outdoors Colorado and the Land and Water Conservation Fund.

The grant from Great Outdoors Colorado was awarded as part of the Project Outdoors Loveland Campaign with the goal of connecting Loveland youth and families to the outdoors. While consideration for the grant award from the Land and Water Conservation Fund (LWCF)  included increasing accessibility, it also highlighted the Willow Bend Natural Area. LWCF considered that the large wetlands being preserved will provide waterfowl and wildlife habitat.

Universal Access Playground

The goal of a universally designed play environment is to provide all users with sensory-rich and engaging play opportunities in a barrier-free environment. The Willow Bend playground was designed using the 7 Principles of Inclusive Playground Design. The 7 Principles provides best practices for building a new play environment that consider the needs of the whole child, extending beyond design guidelines for physical disabilities to include design features supporting social-emotional, sensory, cognitive and communication development.

Willow Bend Universal Access Playground is on track to become a National Demonstration Site for Inclusive Play.

Playground Features

While exact playground equipment will be finalized throughout the construction process, the planning and parks team have selected a variety of equipment that enables children of all abilities to play together and engage in sensory and imaginative play side-by-side.
