Town Halls
As discussed during the July 26, 2022 City Council meeting, City Staff will be holding a public meeting on the City’s Emergency Unauthorized Encampment Ban Ordinance process at:
- 5:30 p.m., Wednesday, August 24, 2022
- At the Rialto Theater (228 E. Fourth St.)

This meeting follows the August 10, 2022 neighborhood meeting for residents/businesses within a 500-foot radius of the proposed shelter site.
This Unauthorized Encampment Ordinance Town Hall will include a short presentation from the City’s Encampment Team covering what the emergency ordinance is and why it exists; requirements of the ordinance including the need for shelter space, location requirements and decisions; security and enforcement considerations; and answers to other frequently asked questions.
The meeting is open to everyone in the Loveland community. Time will be set aside after the presentation to respond to questions from the public. The City encourages the community to submit questions in advance to:

- Leave a voicemail at 970-962-2302 (OCE);
- Call the Encampment Hotline at 970-962-2150 to share your question with library staff during normal business hours.
These questions will be added to the Frequently Asked Questions section on the lovgov.org/homelessness webpage before the Town Hall.

On Nov. 18, 2021 City staff, community partners, members of City Council and community members, met virtually to discuss Affordable Housing in Loveland.
The Town Hall was an open forum for community members to learn about what is considered affordable housing, what inventory looks like in Loveland and which organizations are playing a role. This information was shared through a staff presentation; facilitated community dialogue around 3 guiding questions; and the opportunity to record further questions and feedback from participants. The City's Office of Communication and Engagement has shared feedback from this Town Hall with City Council and key partners working on affordable housing solutions to be considered for future opportunities with this topic.
Town Hall for the Independent Operational Assessment of the Loveland Police Department
Registration not required.

Why: To develop recommendations to help shape the LPD's path forward

The Jensen Hughes team is conducting an independent operational assessment of the Loveland Police Department invites you to the upcoming listening session for Loveland stakeholders.
During this town hall, the team will introduce themselves and give a brief overview of the assessment's objectives. After the initial introduction, Jensen Hughes facilitators will host breakout participation groups to hear all attendees' perspectives.
The Jensen Hughes team will use your feedback from this session to inform their assessment of the Loveland Police Department.

On May 6, City staff, members of City Council and community members, met virtually to discuss Business Development in Loveland.
In order for any community to survive, its citizens must have employment opportunities, and its government must be able to generate revenue to provide services. That is where the role of business development comes in. On the surface it can seem very simple – but the process of business development has many layers that involve government, planners, developers and individual businesses.
The May 6, 2021 Town Hall was an open forum for community members. This Town Hall provided a basic introduction to business development in Loveland through a staff presentation; facilitated community dialogue around 3 guiding questions; and the opportunity to record further questions and feedback from participants. The City's Office of Communication and Engagement plans to use feedback from this Town Hall to strategize and formalize additional education and listening opportunities with the public on this topic. and will share more details as those become available.
On March 1, City staff, members of City Council and community members, met virtually to discuss Metropolitan Districts in Loveland
With greater frequency over the past two decades, land developers have turned to special taxing authorities called metropolitan districts, to raise capital with assessments on future property owners to cover those costs. Over the past few years, the increased use of metropolitan districts has raised questions on current regulations and if municipalities should be doing more?
The March 1, 2021 Town Hall was an open forum for community members. This Town Hall provided a brief overview on metro districts through a staff presentation; facilitated community dialogue around 3 guiding questions; and the opportunity to record further questions from participants. This community conversation continues on the City's online forum - Let's Talk Loveland. Community members are invited to share additional thoughts, or ask more questions about Metro Districts there.
At the April 13, 2021 City Council meeting, the City’s metropolitan district policy will come under close review. At this meeting, six panelists representing a diverse range of expertise on metro districts will help inform the Council's discussion. The community feedback from the Town Hall will be used to help inform next steps and any future action for City Council.
Policy:
The City of Loveland's Metropolitan District Service Plan Model, Policy, and Disclosure Agreement, in addition to the standard provisions of a Metropolitan District Service Plan, identifies 12 requirements or conditions for City Council to consider, ensuring that a proposed district has sufficient financial support to complete public improvements while limiting the financial impact on future residential homeowners.
The City will be holding Town Halls throughout the year to help Loveland residents connect with their representatives and discuss topics of importance to them.
