The Loveland City Council consists of nine members including the Mayor and Mayor Pro Tem. There are four wards in the City of Loveland and two council members are elected from each ward to serve four-year terms. The Mayor is elected to serve a two-year term.

Jacki Marsh was elected Mayor on November 7, 2017, to serve a two-year term effective until November, 2019. Jacki Marsh was re-elected on November 5, 2019, effective until November 2021. On November 9, 2021, Jacki Marsh was re-elected to another two-year term, effective until November 2023. She was elected on November 7, 2023, to serve another two-year term, effective until November 2025.
Biography:
Jacki Marsh was elected Mayor of Loveland in November of 2017. As a small business owner in downtown Loveland she became a close observer of Loveland civic affairs. She attended virtually every City Council meeting for a three-year period prior to her decision to seek election as Mayor.
In 1972, at the age of 17, Jacki won the world’s first women’s six-mile race, the Crazyleg’s Mini-Marathon in New York’s Central Park. Three weeks after that ground-breaking race, Title IX was signed into Law; guaranteeing women equal funding and equal opportunities in all federally funded schools. Today, the New York Mini Marathon is the world’s premier women’s road race. The New York Mini is run annually and has over eight thousand female runners each year. Olympians from around the world gather to compete in this prestigious women’s race.
In her prior professional life, Jacki has worn many hats, some include: Early Childhood Teacher for the Department of Social Services, Bookkeeper for a Dental Clinic, Trade Show Marketing Manager, Purchasing Manager and Purchasing Director for an International Software Company and General Manager for a large Home Service Provider. Currently, in addition to her Mayoral duties, Jacki represents over ninety Colorado Artists in her Artisan Boutique, Rabbask Designs.
As Mayor, Jacki is active in our community and can routinely be found lending a hand at KidsPak, attending Veteran breakfasts, & Veteran events, school events, Regional meetings and serving on several Boards and Commissions.
Jacki is committed to transparency, equality and being responsive to Loveland residents; she seldom turns aside invitations to appear and to join in civic events.

Councilor McFall was elected on November 9, 2021, to serve a four-year term effective until November, 2025.
Biography:
Patrick McFall was born into a military family just outside of Fort Knox, KY in Elizabeth Town. As a military dependent, Patrick was raised in numerous states throughout this country. Patrick started his professional career at 17 when he joined the United States Marine Corps. Early in his Marine career, Patrick visited Loveland for his sister’s wedding and fell in love with the community and area; settling here with a family was on his mind since that visit.
In 1988, Patrick was fortunate the Marines stationed him in nearby Fort Collins to lead the Marine Corps recruiting effort for Northern Colorado. At that time, he and wife, April, selected Loveland to grow their family and eventually raise their two daughters: Bre (Stricker) and Marion (Lawson). Aside from a 3-year duty assignment in San Diego, Patrick and his family have called Loveland home since 1988.
In 1995, after 22 years and numerous duty assignments around the world, Patrick retired from the Marines as a Master Sergeant. Patrick then started building his second career which involved working with numerous companies; ITT Technical Institute, Aurora, CO (1995-1997), Electronic Fabrication Technology Company (EFTC), Greeley (1997-1999), EAS, Golden, CO (1999-2006). US Department of Agriculture (2006-2018) and currently works at the US Department of the Interior, Bureau of Reclamation as a Division IT Manager.
Since leaving the Marines, Patrick attended Regis University, Denver, CO where he earned his Bachelor of Science (with honors) in Computer Information Systems. Never satisfied unless challenged, Patrick also had the honor of attending and graduating as a Senior Executive Fellow in leadership, from the Harvard University, Kennedy School of Government, Cambridge MA (2017).
In 2014, Patrick was appointed to the Loveland Planning Commission where he served Loveland as a Commissioner (2014-2018) and as the Planning Commission Chairman (2018-2021) when he resigned his position in May 2021, to allow others a chance to serve.
Building his second career, Patrick has held positions as a college admissions representative, supply chain manager, systems analyst, IT project manager, Director of Software Development and Chief Information Officer. His experience has given him a solid background in leadership, communications, information technology, supply chain management, government contracts and communications. Patrick is continuously looking to solve challenging issues and meets each with excitement and passion.
Patrick has a strong resume of service to country and is honored to add serving Loveland and its citizens to his list of service.

Councilor Foley was elected on November 9, 2021, to serve a four-year term effective until November, 2025.
Biography:
Dana Foley is a dedicated public servant and community leader who was elected to the Loveland City Council in 2021. Dana has always been passionate about protecting people and making his hometown a better place to live, work and visit.
Dana has a solid background working or serving in the US Army, firefighting, emergency services education, risk management, insurance and environmental health and safety. Dana is also a nationally recognized NFPA Board Certified Fire Protection Specialist. This broad experience provides him with a unique approach to policymaking. Dana has been a vocal advocate for basic essential services and emergency preparedness in the city. He has also been a strong proponent for expanding public safety, improving infrastructure, and enhancing the quality of life for Loveland residents. Dana also works as a Sr. Loss Control Specialist serving other Colorado entities statewide.
As a City Councilor, Dana has worked tirelessly to represent the interests of his constituents and ensure that their voices are heard at City hall. He is committed to building a more livable and sustainable Loveland, and to creating opportunities for residents and business to thrive.
He has also served as a liaison to a number of boards, commissions, and committees including the Fire Rescue Authority Commission, the Construction Advisory Board and the Larimer Emergency Telephone Authority. He is the current Chair for the Loveland Urban Renewal Authority.
Outside of his work on the City Council, Dana enjoys diving, fishing, hunting, hiking, snowboarding, and is an outdoor enthusiast who loves exploring the natural beauty of Colorado. He is also a devoted husband and father, and volunteers his time and resources to support a wide range of causes and organizations.

Councilor Samson was elected on November 5, 2019, to serve four-year term effective until November, 2023. She was re-elected on November 7, 2023, to serve another four-year team, effective until November 2027.
Biography:
Andrea Samson, a Colorado Native, was first elected to Loveland City Council in November of 2019. From 2005-2009 Andrea traveled the US and Europe as a Representative of Women’s Designer Fashion Houses based out of Canada and Europe. She spent significant time in Bern, Switzerland, Manhattan, New York, and Los Angeles, California and managed the multi million dollar accounts for High-end Fashion Designers with Buyers Agents ranging from Bergdoff Goodmans and Saks 5th Avenue to high end boutiques across the world.
In 2012-2018 Andrea bought a home in downtown, became an Intellectual Property Paralegal at Hewlett Packard, a mom to two little girls, started her volunteer and community work as a champion of Housing First and a local homeless shelter program, and served on the Thompson School District Special Education Advisory Commission.
On City Council Andrea has been elected to the Executive Board of the Colorado Municipal League, is Vice Chair of the Loveland Urban Renewal Authority, has attended two National League of City conferences in Washington DC, is the primary liaison for the Loveland Disability Advisory Commission and the Human Services Commission, and is also currently employed full time as a Certified Nurses Assistant.
Andrea founded “I Am Loveland” which gave Loveland residents a unique opportunity to support Loveland’s economy while also investing in each other. Through I Am Loveland thousands of residents helped keep the doors open for over 200 businesses and non-profits by raising over $30k in just 6 weeks.
Andrea is the only Millennial on City Council and with her background in leadership, public service, customer relations, law, social media and marketing, and healthcare she provides a unique and well educated vision for the city. Andrea hosts monthly Townhall’s and is committed to listening to and serving all of Loveland.

Councilor Olson was elected on April 11, 2017, to serve a partial term effective until November, 2017. On November 7, 2017 Steve Olson was re-elected to a four-year term effective until November, 2021. On November 9, 2021, Steve Olson was re-elected to another four-year term effective until November, 2025.
Biography:
From the time he first saw the Rocky Mountains in 1966, in his heart Steve was a Coloradan. Steve left Minnesota, the home of his birth and formative years, to begin a Navy career that spanned over 29 years.
Steve’s early career was that of a Hospital Corpsman. His significant assignments included service with the Marine Corps in Vietnam, assignment to Naval Hospitals Pensacola and Portsmouth and Attack Squadron 86. In his 6 years as a Hospital Corpsman, Steve attained the rank of Hospital Corpsman First Class before receiving a commission as an Ensign.
As a Naval Officer he attained the rank of Captain and over the course of his career held a wide array of leadership positions in the health care delivery field. He gained extensive experience in budgeting, operations, system design, data base management, financial management and others. Some of the key positions that Steve held include the following:
- Controller of two Naval hospitals
- Implementation officer for placing standard hospital financial systems in Naval hospitals
- Director, world wide collection, analysis, processing and distribution of Navy health care data
- Interim Budget Officer for Navy’s Medical Department
- Department of Defense Director for the Medical Expense Reporting System, a military health care unique financial reporting system
- Department of Defense Chair for committee that developed the program for billing third party payers for inpatient and outpatient care provided at military health care facilities
- First Director, DoD Region Nine Tricare and the only Director not a physician. Lead the team that formulated the health care delivery plan for Southern California serving approximately 750,000 beneficiaries
Upon retirement from the Navy, Steve fulfilled his dream to live in Colorado, choosing Loveland as his home since October 1997. He became active in the community almost immediately, applied for and was selected for the Loveland Planning Commission, on which he served on for about six years. More recently, Steve was appointed to the Citizens Financial Advisory Commission in 2016.
Steve’s contributed to the community through various service organizations, included Kiwanis, Rotary and Partners Mentoring Youth. He has also been a volunteer with the American Red Cross since 2000 deploying to state wide and national disasters related to fires, floods and hurricanes. Steve is also is active in the Loveland Marine Corps League and held the leadership position as Senior Vice Commander.
Several friends and business leaders encouraged Steve to continue his service to Loveland by seeking out the elected position of City Councilor, Ward 3. Councilor Mallo was elected on December 7, 2021, to serve a four-year term effective until November, 2025. On November 28, 2023 he was selected to serve a two-year term as Mayor Pro Tem.
Biography:
Jon Mallo was born and raised in Mason City, Iowa and graduated from the University of Iowa where he earned a BBA degree in Finance and Insurance. Jon retired in May 2021 after 43 years in insurance, progressing through various managerial roles, ending as a Vice President of Underwriting for an international reinsurance company. A commercial lines underwriter then an auditor by trade, Jon has been exposed to the inner workings of both Fortune 500 companies and Mom and Pop businesses in a wide range of communities. He’s had the pleasure of working in the metro areas of Minneapolis, Kansas City, and Denver. For 18 years he was a teleworker for the Zurich based SwissRe. Traveling in both the U.S. and globally was a major part of his job, which he enjoyed immensely.
Included in his career responsibilities of benefit to the city of Loveland is his expertise in the analysis of municipalities of all sizes. He was the person who determined if a city was insurable or not and if so, under what terms. He has learned that proper risk management can fix (and avoid) a lot of problems.
Prior to being elected Jon enjoyed participating in two local housing organizations. First, Loveland Habitat for Humanity: on build sites and a six-year term on their Board of Directors. The last two years of which he served as Board President. Next, Loveland Housing Authority: Jon worked as a board commissioner.
Jon has been married to his wife Kathy for 36 years and has three grown children: Kaity, Drew, and Ross. All of Jon’s children were born in Colorado and raised in Kansas City. Jon is expecting his first grandchild in November. His hobbies include golf, fishing, hiking, and the sampling the local Loveland craft beers. After moving to Loveland in 2008, his wife Kathy worked for Interweave (a locally originated craft niche magazine and book publisher), then worked two and a half years for the Loveland Public Library. Since fully retiring she has made volunteering in the community a priority helping build homes for Habitat for Humanity as well as three different organizations within the House of Neighborly Services. Current commitment is to the Food Bank of Larimer County: Loveland Food Share.

Councilor Light-Kovacs was elected on November 7, 2023, to serve a four-year term effective until November 2027.
Biography:
Laura Light-Kovács, a Colorado native raised in Loveland, discovered her fervor for public service early in life. In college she worked for the Loveland Public Library, discovering a love for service to her community. She was actively involved in the National Honor Society and served as a volunteer and legal intern for Colorado Legal Services in the Migrant Farmworker Division. Laura established a foundation for a life dedicated to making a positive impact on vulnerable populations.
In 2007 she graduated from Colorado State University with double majors in anthropology and archaeology, along with double minors in ethnic and women's studies. Laura then worked in government contracting before transitioning to the Larimer County DA's office.
Furthering her education, Laura graduated summa cum laude with a master's degree in educational leadership, renewal, and change, setting the stage for a 12-year tenure as a high school social studies teacher. Working with students and families from diverse backgrounds helped prepare Laura to be a tireless advocate for all people and to value the rich experiences that come from working with diverse populations. Laura is still passionate about working with young people and is a vehement supporter of our public schools. During her teaching career Laura sponsored the National Honor Society club, founded the yoga and anime clubs, and coordinated the AVID program; a college-readiness initiative for first-generation college students. Unsurprisingly, her Civics and US Government classes were her favorite to teach, particularly when it came to encouraging civic participation.
In 2021 Laura Transitioned to a Senior Learning Consultant role at a software company, where she works with clients around the world to help them create stronger training, enablement, and learning and development programs. Laura continues her commitment to service and community, contributing to the Friends of the High Plains Environmental Center and co-founding the Loveland Fracking Concerns group. Laura resides in Loveland with her husband László and their rescue Bluetick Coonhound Daisy Blue.
When she is not working, you can find Laura and her husband out hiking or snowshoeing. They recently completed a 5-year goal of hiking every trail in Rocky Mountain National Park. Laura is multilingual and enjoys learning new languages. Since marrying her husband in 2009 she has traveled internationally and enjoys learning about other cultures. She is honored and humbled to be serving the city of Loveland.
