General Rules and Regulations
In order to maintain safety, parking rules and regulations are continuously enforced downtown and throughout the community.
The following are prohibited. To avoid a citation please do not:
- Park at a red curb
- Park within 15 feet of a fire hydrant
- Park in a 'No-Parking' area, lot or spot
- Park in a spot reserved for the disabled or violate other ADA parking regulations
- Park in a loading zone - unless you are loading or unloading passengers or property - must have flashers on and stay within loading zone time allowance (usually 30 minutes or less)
- Park within 5 feet of a public or private driveway
- Park in a way that blocks a driveway or alley
- Park in travel lane, bike lane or transit lane
Additional infractions:
Abandoned vehicles are vehicles that have been left, unattended in the same location and in the Right-of-Way or which are not operable in their current state. Abandoned vehicles will be towed and stored at the owner's expense.
Vehicles with expired plates will be ticketed.
Vehicles prohibited to park in residential areas:
In residential areas, certain vehicles cannot be parked in the right-of-way and are restricted according to vehicle type and weight. Included are trailers, truck tractors and mobile homes, etc.

Revision to City Code due to the COVID-19 Pandemic affecting RV's in residential areas
As of April 27, 2020, enforcement of the some Municipal Code provisions governing recreational vehicles (RV’s), parked on private property, was lifted to allow for healthcare workers and others, to have an alternate dwelling in which to quarantine. This measure may be altered or reversed according to the COVID-19 pandemic’s future affect and spread in Loveland.

Downtown On-Street Parking
Parking is regularly monitored. To ensure that you’re parking your vehicle in accordance with City Rules and Regulations, please note the following:
Park according to signage
Signage indicating whether parking is allowed, where and for how long, is posted throughout downtown.
Two-hour, on-street parking is allowed from 8 a.m. to 6 p.m. From 6 p.m. to 2 a.m. there is no time limit.
In order to avoid a citation in the 2-hour zones, you must move your vehicle before or at the 2-hour mark. If you want to re-park your vehicle downtown, you must move it to another block (and not return to the same block face for at least 4 hours). For free, all-day parking, use the downtown parking garage.
Overnight road maintenance
From 2 a.m. to 6 a.m., downtown on-street parking is prohibited in order to keep roadways clear for maintenance such as snow plows and street sweepers.
No parking on the South and West side of the street on Monday, Wednesday, Friday and Sunday.
No parking on the North or East side of the street on Tuesday, Thursday or Saturday.
City-owned Parking Lots
Most City-owned parking lots allow 3-hour parking. No overnight parking in public lots unless otherwise indicated.
Downtown Parking Garage
Parking Garage Rules and Regulations - violations of the below could result in a citation or towing of vehicle at owner's expense
- Speed limit is 5 mph
- Pedestrians always have the right-of-way
- Parking from 2 a.m. to 6 a.m. is prohibited unless the space is designated for overnight parking (the top, uncovered level, only, is available for overnight parking)
- No trailer parking
- No skateboarding, roller-skating or rollerblading in the garage
- No sleeping in a motor vehicle, common areas, stairways or elevators at any time
- No repair work on parked vehicles
- Abandoned vehicles will be towed from the garage at owner's expense.
Parking Enforcement
Parking violations downtown and in the greater-Loveland area occur when posted signage is not adhered to and rules and regulations are not followed. Enforcement is carried out by the Loveland Police Department.

Citations
Parking Citations are issued when parking rules and regulations are violated. See below for payment information:
Municipal Court Clerk (located at the Police and Courts building)

Parking citations can be paid in the following ways:

In-person at the Loveland Municipal Court cashier window located on the second floor of the Police and Courts Building. Payments can be made with cash, check, credit cards and money orders.

Dropping payment in the Municipal Court drop-box located inside the entrance of the Police and Courts building. Must enclose ticket with check or money order.

Sending check or money, along with the ticket, to the Municipal Court Clerk at the address above.

Over the phone by calling

Defendants can pay the ticket through one of the above methods, or, if they disagree with the citation, can choose to go to court to speak with the Municipal Court prosecutor. Those who choose to go court must pay a $35 court fee in addition to any fine assessed.
Special Event Parking
The City regularly hosts or coordinates with other agencies such as the Loveland Chamber of Commerce to hold in events in downtown Loveland.
The organizer of the event generally works with a private traffic control company to create a plan for traffic and parking per event.
Once the plan has been approved by the City for safety, legality, emergency access signage, etc., Loveland Police may be involved with ticketing violations. This varies per event.

Downtown Residential Parking
Park according to signage
Signage indicating whether parking is allowed, where and for how long, is posted throughout Loveland's downtown neighborhoods.
Standard rules and regulations apply such as not blocking a driveway or fire hydrant.
Overnight road maintenance 2 a.m. to 6 a.m.
From 2 a.m. to 6 a.m., downtown on-street parking is prohibited in order to keep roadways clear for maintenance such as snow plows and street sweepers. Residents living downtown should plan accordingly.
No parking on the South and West side of the street on Monday, Wednesday, Friday and Sunday.
No parking on the North or East side of the street on Tuesday, Thursday or Saturday.
The Loveland Patio Program allows eligible businesses to temporarily expand service to sidewalks and parking spaces to offer outdoor dining and shopping.
The program originally began in 2020 as a COVID-19 measure to support local Loveland businesses during the pandemic and has since grown into a seasonal opportunity that residents, visitors and businesses can enjoy.
