Colorado Open Records
The City Clerk's goal is to assure prompt and equitable service to customers requesting access to public records. Find more info about open and public records.
The City of Loveland does not have a general 'Business License'. The City Clerk's Office provides licenses for the following:
- Games of Skill - include: Pinball machines, electronic games, claw games, theater, skate rink, pool tables etc. Any game that requires money or tokens to be played. Please see Games of Skill application.
- Pawn Broker - it is unlawful for any person to engage in pawn brokering except as provided in and authorized by this chapter without first having obtained a license from the City Clerk. Please see Pawn Broker application. Please review the City's Municipal Code Section 5.28 regarding Pawnbroker licensing. Click this link to download the individual history record that must accompany this application.
- Tree Trimmer - business of cutting, trimming, pruning, removing or otherwise treating trees and shrubs. Please see Tree Trimmer application. Please read the application for important updates to our licensing policies. Applications for renewal will continue to be accepted until February 28th to accommodate additional required documents.

- Vendors & Peddlers (aka- solicitors) -
- Mobile Food Vendors - Please see the Mobile Vendor License Application in order to operate a food truck in City Limits.
- All Vendors must be licensed with us at least 10 before they participate in a Special Event. If you intend to vend at an upcoming event, you must obtain your license by this point - City departments require time to complete necessary life safety inspections, verify health department certifications, and review insurance policy coverage.
- In order to operate safely and legally, all mobile vendors that have a fuel source must be inspected and provide proof of an accepted Fire Department inspection. A fuel source includes but may not be limited to a generator and LPG (propane) container.

Residents who meet the below criteria (no. 1-3) but are not yet registered to vote (no. 4) may do so up to and on Election Day. To see if you are currently a registered voter, check your voter registration.
All City of Loveland registered voters will be given an opportunity to vote for a Council representative for their Ward and Mayor. To determine your ward location click on the GIS map and enter your address in the upper right corner.

You must be a registered elector in the City of Loveland to vote for a City Council member and Mayor.

Liquor Licensing Information
The State of Colorado is a dual liquor license state: all liquor licensees in Colorado, with the exception of certain state-only licenses, receive a license from the municipality AND the state. The application process begins at the local level, please read this page for more information on how to apply. Applicants are required to understand all local and state laws related to the sale and procurement of alcohol beverages. Applicants are cautioned that the City Clerk's Office, nor any other City department, can provide legal advice. Applicants are often best served by legal counsel or independent wayfinding services during the licensing process.

The City can provide mapping services in order to adhere to the 500 ft. distance requirements set forth by the State; results of these processes cannot be guaranteed and are the responsibility of the applicant to certify.
The New License process:

- Initial 15-minute consult (optional, but recommended) in-person or via Zoom.
- 45-minute submittal meeting: all paperwork and fees submitted, Licensing Authority Meeting date is set.
- 7-14 days after submittal meeting: Boundary map and petition packet are provided to applicant. Applicants are advised to contact the building department and fire departments at least 10 calendar days before the LLA Meeting.
- 15 days before Meeting: all paperwork must be completed and all information must be provided for full consideration.
- 10 days before meeting: Petition packet is submitted by 5pm to the Clerk's Office.
- 30 days after meeting: findings report is issued, police department inspection is scheduled. Licenses are issued after final inspections are passed, occupational tax is due within 10 days of license issuance.

*NOTE TO ALL RENEWING LICENSE HOLDERS* The City of Loveland has not adopted an ordinance authorizing the issuance of biennial licenses. Recent changes in state law have resulted in changes to the renewal application mentioning biennial renewals. The City has not adopted an ordinance permitting this type of license renewal and licensees are encouraged to contact the Clerk's Office for more information.

Alcohol for Events, Festivals, and Celebrations must be permitted by the Local Liquor Licensing Authority. Alcohol Beverage Special Event Permit Applications must be submitted 45 days prior to an upcoming Liquor Licensing Authority Meeting - attendance at an LLA meeting may be required.
In Colorado, Special Events Permits may be issued by local and state licensing authorities to particular types of organizations, permitting the organization to give away or sell, by the drink only, fermented malt beverage or alcoholic beverages for a limited number of days at specific locations.
An organization must be incorporated under the laws of Colorado for purposes of social, fraternal, patriotic, political or athletic in nature and not for pecuniary gain; or a regularly chartered branch, lodge, or chapter of a national nonprofit organization or society which is organized for social, fraternal, patriotic, political or athletic purposes; or a regularly established religious or philanthropic institution.

Application and Guidelines for Special Event Liquor Permits
Please note: if you are providing food from mobile vendors during your special event, they must be licensed with the City of Loveland. Please see the following link for a list of approved mobile vendors: City's List of Approved Mobile Vendors. Please note that all vendors must be licensed with us at least 10 before they participate in a Special Event. If a vendor has not obtained a license by this point, they will not be permitted to vend and the event may not be approved.
Registration closes 7 calendar days before the class date at 4pm. Classes must have at least 20 participants to take place. Any class offered in English with fewer than 20 registrations will be cancelled and all registrations will be rolled-over to the next available date. Any class offered in Spanish with fewer than 5 registrations will be cancelled and translation services will be offered at the English class the day before. Attendees may reschedule or cancel up to 3pm on the day of the class, or may swap registrations at the door. Attendees must bring a photo ID showing proof of age and supplies to take notes.

This class is offered quarterly, with classes in Spanish being offered twice annually, and is a State of Colorado certified program. Once this class is completed successfully a certificate valid for three years will be issued.

Certificates are valid for three years from the class date with a passing score (70% or higher). TIPS training certificates are transferrable anywhere in the state!

On April 20, 2021 Loveland City Council approved Ordinance 6443 establishing Chapter 5.45 of the Loveland Municipal Code concerning the age, licensure, fines, enforcement and restricted sale for Tobacco Products and Tobacco Product Retailers.

All license renewal dates will be effective January to December and all licenses will be required to submit renewals prior to December 31st of the current year.
After receiving a local license, the licensee must apply to the State of Colorado for a State Tobacco license. A current City License must be provided as proof to the State prior to receiving a State License.
