Loveland’s City Charter established four wards to divide the City in 1966, and nine other boundary adjustments have been made since then, with the last adjustment in completed in 2023.
The Colorado constitution requires there be no more than a 5% difference between the population of the highest and lowest wards. However, population data from the 2020 Census showed that Loveland’s existing ward counts were off-balance - with several wards having a population difference of more than 10% – more than twice the allowed amount.
In 2021, both the State of Colorado and Larimer County established new boundaries for state congressional and legislative districts as well as county precincts.
In response to these changes, Staff and City Council began discussing options in 2022 for adjusting the 4 Ward boundaries, through a process called redistricting, in order to balance the population in each Ward. After a series of City Council meetings and public outreach efforts, City Council adopted the and the redistricting map at its April 4, 2023 meeting.
