The City encourages citizens to participate in City Council meetings. Public Comment is intended to provide citizens with an opportunity to address Council directly. Generally, Council will not respond to public comment other than to seek clarification of the matter raised and defer such matter to the City Manager for review and resolution. The Mayor presides over the meeting using an agenda.
How can the public watch a City Council Meeting?
- Join a City Council Regular meeting or Study Session in person. Chairs are available for the public.
- Watch the meetings on Loveland TV, the City of Loveland's public information channel.

When can a citizen make Public Comment at a City Council Meeting?
Public comment may be made in-person, by phone or through the online City Council Public Comment Form, during the following portions of the City Council meeting:
- During the Public Comment agenda item at the beginning of the City Council Agenda.
- Public comment during this portion of the agenda are designed for the follow:
- General procedure:
- Citizens can address the City Council when the Mayor introduces the agenda item called “Public Comment."
- The Mayor will ask if anyone wishes to speak regarding an item on the consent agenda or a topic that is not listed on the regular agenda.
- What is the Consent Agenda?
- The consent agenda contains a series of agenda items that are generally considered routine and are not controversial. They are considered as a whole to conduct business expeditiously. Each item is listed separately on the agenda to ensure that notice is provided and that any Council member has the opportunity to pull the item from the consent agenda for discussion.
- Only a Council member may move a matter from the consent agenda to the regular agenda. Item moved from the Consent Agenda to the Regular Agenda will be heard at the end of the Regular Agenda.
- Any member of the public may move a quasi-judicial matter from the consent agenda to the regular agenda. Quasi-judicial matters will be noted on that item, they are typically items relating to land use or appeals on decisions conducted at a public hearing.
- During the Public Comment portion of the Regular Agenda.
- Council will give citizens time to speak to any item on the Regular Agenda before acting upon it.
- The Mayor will call for public comment as part of the consideration of each item according to State law, the Charter, its Rules of Procedure and other legal requirements.
- During the Public Comment portion of a Study Session Agenda Item.
- Council will give anyone in the audience a chance to speak to any item on the Study Session after the presentation is given.
- Public comment shall not exceed fifteen (15) minutes per Study Session Agenda item.
General Rules for Public Comment:
- Council allows 3 minutes per citizen to make public comment. If speaking on behalf of a group of at least five other citizens the speaker will be allowed a maximum of ten minutes.
