Applications In Process

Find below the oil and gas applications that have been submitted to the City for review. Please note that projects in review have not yet been approved.

East (CE) Well Pad – Approved

A permit has been issued to Bison IV, Operating (Bison), the new owner and operator for construction to begin at the East (CE) Well Pad, which was the first oil and gas permit approved under the City of Loveland's enhanced oil and gas standards through the Unified Development Code (UDC). The project was submitted and the permit process began prior to the November 2023 oil and gas moratorium enacted by City Council. 

Bison has created a website where the public can obtain information regarding the permitting history and development of the CE pad.

Project History

On Dec. 2, 2022, the City received the application for the CE Well Pad. The letter of intent was submitted in March 2022.

On August 25, 2023, the well pad application received conditional approval by the City’s Development Review Team. Staff reviewed issues including emergency response, landscaping, interim reclamation, stormwater controls, noise mitigation, dust mitigation, and air quality protections. City staff put forward 23 conditions of approval that are now binding on this operator. Additional conditions this permit requires were, in some cases, more protective than state regulations. Since the City's approval process is complete, the application continues through the ECMC for state approval before receiving a permit to begin operations. On Nov. 29, 2023, the application was approved by The State of Colorado’s Energy & Carbon Management Commission (ECMC).

The permit was issued Sept. 12, 2024.

Project information:

  • The City's public comment period ran for a 45-day period from Dec. 2, 2022 until Jan. 16, 2023.
  • The ECMC public comment period ran from Nov. 10, 2022 to Jan. 7, 2023 (and was extended from Dec. 24, 2022 to accommodate the holidays)
  • Nov. 9, 2022 - Neighborhood meeting with presentations from City staff and the developer.
  • Nov. 29, 2023 - Weekly Energy & Carbon Management Commission General Meeting.

Withdrawn Applications

Find below the oil and gas applications that have been withdrawn by the applicant.

  • MRG South (CS) Well Pad – On Friday, March 24, 2023 an oil and gas application for the MRG South (CS) Well Pad was received by the City of Loveland’s Development Services department. The application was withdrawn Monday morning March 27, 2023 at the request of the owner/applicant.
