Panhandling is not illegal, but certain activities that impede traffic or personal safety, are unsafe. To ensure everyone’s safety, the City of Loveland is piloting a “Safe alternatives to Panhandling” program.

This program encourages community members to learn about local resources that help those in need or donate to larger nonprofits. It also encourages those in need to seek support through area nonprofit services.

Through focusing resources—by donating to local nonprofits in support of sustainable services, and by knowing that help exists—together, we can keep everyone safe in a kind, compassionate and responsible manner.

  • Alternatives to Violence, 970-669-5150 – Provides shelter, advocacy, education and resources for people impacted by domestic violence, sexual assault and human trafficking.
  • Community Kitchen, 970-278-1726 – Provides access to food. There are no requirements to receive a hot meal and a sustainable food bag.
  • Disabled Resource Service, 970-667-0816 – Assists people of any age and any disability: physical, visual, auditory, cognitive, or mental/emotional to help them achieve a level of independence.
  • Homeward Alliance, 970-494-4337 – Support employment/income, health and other needs of people experiencing homelessness through the provision of professional multi-layered resource navigation services.
  • House of Neighborly Service, 970-667-4939 – Works to strengthen at-risk families, children, youth, and seniors by encouraging self-sufficiency through multiple tools and resources.
  • North Colorado Health Alliance, 970-350-4673 – Works through collaborative efforts that bring multiple sectors together to address the health of the local community.
  • Northern Colorado Health Network, 970-484-4469 – Equitably meet the evolving needs of people affected by HIV and other health conditions through prevention, care, and advocacy.
  • Salvation Army, 970-699-8380 – Helps those in need through emergency support services.
  • SummitStone Health Partners, 970-494-4200 – Providing accessible mental and behavioral health services for lasting recovery and connection.
  • Volunteers of America, 303-297-0408 – Assists both individuals and families through food and nutrition services, housing and emergency support services, community program support, and veteran services. 

In addition to these nonprofits, the City of Loveland supports two shelter facilities.
