Liquor Licensing in the City of Loveland
In the State of Colorado, we utilize a dual licensing process. A dual process requires review and approval from the Local Licensing Authority before approval from the State Liquor Enforcement Division. Licenses for the sale of Alcoholic Beverages are administered by the Local Licensing Authority. The City Clerk acts as liaison and serves as the Secretary to the Authority.
Liquor Licensing Information
Businesses desiring a liquor license within the City of Loveland must first apply to the Local Licensing Authority. The Authority conducts hearings and makes findings on whether to grant or deny a liquor license. Applicants unfamiliar with the lengthy and detailed application process may want to consult an attorney.
Application forms and fees do change often and the State posts their current forms (https://www.colorado.gov/pacific/enforcement/liquor-forms-number) , please check with the State or contact Clerk@CityofLoveland.org to verify current processes and fees or general questions. Once you're ready to submit your application, please email or call to make an appointment to submit.

Please contact the Clerk's Office to arrange a meeting to review requirements and application steps - application materials must be submitted in accordance with the schedule of hearing dates. New applications must be filed 45 days before a hearing for full consideration.

The New License process:
- Initial 15-minute consult (optional, but recommended) in-person or via Zoom.
- 45-minute submittal meeting: all paperwork and fees submitted, Licensing Authority Meeting date is set.
- At least 15 days prior to the meeting date applicants must contact the building department at
to begin permit applications. Applicants must contact Loveland Fire and Rescue Authority to arrange an inspection by calling970-962-2505 . If public property is to be used for a patio or any part of an establishment, applicants must contact public works for an encroachment permit at least 15 days before the meeting date at970-962-2497 .970-962-2606 - 15 days before Meeting: all paperwork must be completed and all information must be provided for full consideration. This includes fingerprinting/background checks.
- 7-14 days before LLA Meeting: Boundary map and petition packet are provided to applicant.
- 10 days before meeting: Petition packet is submitted by 5pm to the Clerk's Office.
- 30 days after meeting: findings report is issued, police department inspection is scheduled. Licenses are issued after final inspections are passed, occupational tax is due within 10 days of license issuance.
Fingerprinting is now ONLY being accepted via digital printing, you may find a digital fingerprinting agency by going to the State's website: https://www.colorado.gov/pacific/cbi/employment-background-checks
