The City of Loveland, Town of Johnstown and Larimer County have been working together for a
several years on a suite of planning projects focused on the SH 402 corridor with the ultimate goals
of establishing agreement regarding growth management area boundaries, getting the IGA between
Loveland and Larimer County in effect, and completing a corridor plan.
To date we have completed an Intergovernmental Agreement (IGA) with Johnstown, aligned the
future land use plans and GMAs of the two communities, and held several public meetings with
property owners.
The next phase is to have Larimer County extend their Loveland GMA Overlay Zoning District onto
properties generally located along the SH 402 corridor and to the south. Once this Overlay Zoning
District is in place, the IGA governing growth management between Loveland and Larimer County
will be in effect on these properties. Currently, Loveland and Larimer County do not agree on the
boundaries of Loveland’s GMA. With the Overlay Zoning District in place, there will be agreement
on those boundaries. This is a critical step in ensuring that the 402 corridor develops in a manner
that is beneficial for the City, property owners and County.
