The City of Loveland's Transportation Master Plan, Connect Loveland, was adopted by City Council on Oct. 23, 2023. The multimodal transportation network will be safe, accessible, regionally connected and user-friendly, providing reliable and convenient access to everyday destinations for all ages and abilities.

Project Summary

Connect Loveland is the City’s guiding document for transportation planning, projects and programs through 2040.  By incorporating all modes into one document for the first time, a whole systems approach to transportation can be achieved to the benefit of everyone who drives, walks, bicycles or rides a bus.  A multimodal system that offers transportation options and choices across all modes for all ages and abilities is at the core of Connect Loveland.  Additionally, Connect Loveland considers the impacts of regional population growth and expanding employment, along with emerging retail opportunities and new health care services. 

Here is a brief summary of the four main transportation modes in Loveland: 

The current street network in Loveland has over 330 miles of arterial, collector and local streets. In Chapter 9 of Connect Loveland, current conditions and planned roadway improvements are discussed with implementation details shown in Chapter 16.  Loveland’s roadway network has both suburban and rural characteristics, reflecting diverse development patterns from the City’s beginning through current times.   When roadway patterns of different eras are combined with over 30 lakes of varying size and shape, innovative planning and engineering is required to serve the transportation needs of our growing community.  

The Process

The transportation master plan update process began in late 2018 and was almost ready for adoption in early 2020 when the COVID 19 pandemic caused widespread disruptions.  In tandem with pandemic complications, there was a delay due to discussions around project costs and implementation.  Finally in the spring of 2023, an effort to complete the final steps in the process was re-started.
